Section 8 Steps and how it works:

Step 1:
A prospective tenant must have a voucher in hand

Step 2:
Even though a family is determined by CHA to be eligible for the program, the owner/ERA Knight Realty, Inc. must approve the family as a suitable renter. CHA knows that the owner/ERA Knight Reatly, Inc. has approved the family when a Request for Lease Approval (RFLA) form is submitted.

Step 3:
After the owner/ERA Knight Realty, Inc. approves the family, CHA needs to determine if the unit qualifies for the Section 8 Program. The unit will then be evaluated for Rent Reasonableness and the proposed rent to be charged will be in range with the established Fair Market Rent (FMR). Also, a Housing Quality Standards (HQS) inspection must be performed. If the unit does not initially pass inspection, a reasonable time will be given to make the required repairs.

Step 4:
If the lease and unit meet the program requirements, CHA will enter into a Housing Assistance Payment (HA) Contract with the owner, and the family will enter into a lease with the owner.

Step 5:
After the HAP Contract and Lease are signed, CHA will make monthly payment to the owners as long as the tenant continues to meet eligibility criteria and the housing unit qualifies under the program.
